IntroductionWaste problem can be considered small and simple, but it may turn to be disaster and difficult, particularly in the life of the City when it's not well managed operation.
We are the course that so many waste to be discarded. So, its requiring proper system of garbage disposal in the city where hundreds of tons per day is produce.
Once again, domestic waste issue is hit the klang Valley local council. One of them which cannot escape from this problem is Majlis Perbandaran Kajang (MPKj).
The issue was believed started when the nearly 300 employees and members of the Solid Waste Contractors Association Hulu Langat was terminate their garbage collection tender at the end of last year.
MPKj have issued a new tender for garbage collection, but most of them do not know about the closing date on 28 December.
Some contractors has stop their services around Hulu Langat and will resume work only after obtaining a letter of offer.
Before this, Alam Flora was the company that dominated the waste management. Although the company is experienced in managing the waste, there still have a complaints against this company such as the company not genuinely running the waste management , but they was distributed to other companies or we called it 'sub-con'.
The Trigger Problem
Early 2012, the Selangor State Government decided to breaking the Alam Flora monopoly. The monopoly had make the leakages and corruption. It is appropriate to given the same opportunities to others contractors.
The MPKj tried to maintain an experienced company. However, this experienced company has set the conditions that open tenders should only given to them only. Due to the state government and MPKj not follow their terms, they start a strike action .
Since then, the crisis began...

This is not just issue, its already turn to be a 'nightmare' for the MPKj. MPKj must act quickly to repair their image back. In addition to ongoing enforcement actions, they also have to regain public view towards them. They must ongoing to notify the resident about the plans, actions and measures taken to overcome this problem.
As we realize, its seriously ruin the MPKj image. Due of that, the first step taken is to setup the Waste Operations Room Hotline to receive a public complaint. The council also appoint temporary staff to handle this issue.
Second, MPKj also intensified enforcement activities. In Feb 13 2012, MPKj has taken action against three men who throw rubbish illegally and make charges against them.

They were charged under the undang-Undang Kecil(UUK) MPKj on the failure collection and garbage disposal, which carries a maximum fine of RM2, 000 or two months in prison.
MPKj must have a good media relation. when we in crisis, media playing a major role to help them to distribute information towards the country.
The corporate unit need to look for opportunities in deliver positive news such as legal action taken and the latest status updates waste collection works.
They also need to create a section in the website that displays information such as:
- List of contractors appointed (Name, contact etc.)
- Contractors maintenance area
- MPKj officer that responsible for monitoring
Seem the crisis still not find a way out, the continuously step can help to maintain their reputation in the eye of publics
